WBL implementation in Albania
Types of WBL
Work-based learning in Albania aims to facilitate the transition of young people educated in VET schools to the labour market, as well as reducing the risk of unemployment of VET graduates.
According to the PLACE and MODALITIES, in Albania there are three main types of WBL:
Programmes and Standards:
All occupational standards, qualifications standards, frame curricula apply equally nationwide. NAVETQ, in close cooperation with the companies, develops occupational standards and qualification descriptions. Contracts
Type of contract are:
- school-company – student
- Usually, the VET school and interested companies sign a contract at the beginning of each academic year.
- These contracts are mostly generic.
- Bilateral contracts between companies, schools and individual learners, which would regulate the rights and duties of all three parties with regard to training delivery and learning assessment, are not common practice.

Contracts:
WBL contracts are concluded between the school and company or three-way contract between school – business – parent (less represented). In some education systems in BiH there are stipulated contracts used by all schools, but mostly, the schools and companies create their own contracts (see examples in the Documents menu).
Guidance and checklist
The basis for organizing WBL in BiH are the existing legal frameworks according to which there are no mechanisms for tracking and collecting WBL data at the level of education systems. At BiH level, within the framework of project activities, guidelines and manuals have been developed containing guidelines and all supporting documents (checklists and forms) for all actors in the WBL preparation, execution, evaluation, monitoring and improvement process. Capacity building activities
Capacity building activities are aimed at strengthening the school’s capacity for cooperation with the economy. Primarily, the introduction of WBL coordinators in schools and mentors for student training in companies. Activities that focus on their positioning and training are underway.

– the vocational education institution;
– the employer;
– a student older than 18 years of age, and for a minor student the agreement is signed by the students’ parent or guardian;

The guide for tourism and catering schools and companies for increasing the quality of ferial practice was prepared on the initiative of the MoES and the VET Center, in cooperation with the State Education Inspectorate.
