Key Institutions for WBL

The key stakeholders in the delivery of practical training at employers are: the vocational education institution, the director of the vocational education institution, the practical training teacher, the parent/ guardian of the student, the student, the employer, the mentor in the company, the chambers, Ministry of Labor and Social Policy, Ministry of Education and Science and Center for Vocational Education and Training. 

Role and responsibilities of the vocational education institution/director:

  • Signs memorandum for mutual cooperation with the employer and agreement with the employer, parent/guardian and the student on the delivery of practical training at employers; 
  • Plans the delivery of practical training in cooperation with the employer; 
  • Organizes and delivers relevant insurance for the students; 
  • Provides conditions for the teacher to monitor the students on job at the employer;  
  • Provides certificate about the status of the student–full time, part time, year of education and occupation; 
  • Checks whether the student has the relevant insurance for occupational health, health examinations and sanitary booklet, if those are foreseen for the sector in which the student is trained; 
  • Participates on meetings with the parent/guardian, the teacher and the mentor at the employer. 
  • Prepares the students for practical training at employers; 
  • Conduct training for preparation of mentors for work with students in the company and issue a certificate for successfully completed training; 
  • Makes a list of employers where the practical training is delivered and students schedule for the practical training in cooperation with the employer. 

Role and responsibilities of the practical training teacher: 

  • Providing assistance in securing potential jobs; 
  • Participate in the preparation of a work plan for the practical training in cooperation with the mentor; 
  • Continuously monitor the work of the student at the workplace with the employer; 
  • Keep a pupil’s file for evaluating the student’s achievements after practical training; 
  • Evaluates the achievements and shapes the student’s assessment in cooperation with the mentor in the company; 
  • Schedule and participate in meetings with the school principal, the parent/guardian and the mentor at the employer. 

Role and responsibilities of the parent/guardian: 

  • Signs individual contract for training if the student is less than 18 years of age or has no business capacity; 
  • Provides support for the student in order to comply to the job related requirements (sanitary examination of the student for performing practical training at employers, if that is foreseen for the sector in which the student is being trained) and provides for relevant insurance for the student. 
  • If necessary, participates on the meetings with the principal of the school, the teacher and the mentor at the employer.  

Role and responsibilities of the student: 

  •  Signs individual contract for practical training at employer, if the student is older than 18 years of age and has business capacity; 
  • Implements the contractual obligations; 
  • Participates in the preparation for delivery practical training at employers; 
  • Works under professional guidance of the mentor; 
  • Complies to the prescribed code of the employer (presence, confidentiality, reliability, rules of behavior, etc.); 
  • Provides proof for insurance before the start of the practical training in the company, health examination and sanitary booklet, if that is required for the sector in which the student is trained; 
  • Contacts the teacher for practical training in case problems occur on the job; 
  • Participates on the meetings with the mentor, coordinator, parent/ guardian and the teachers; 
  • Does log on the tasks implemented in the course of the practical training at employer. 

 Role and responsibilities of the employer: 

  • Signs agreement/memorandum for mutual cooperation with the vocational education institution and agreement with the VET institution, the parent/guardian and the student for practical training in the company; 
  • Plans the practical training in cooperation with the school; 
  • Sets the requirements for achieving of the results foreseen by the teaching program for practical training at employers; 
  • Assigns a mentor in charge of working with the student/s; 
  • Provides guidelines and documents the progress of the student; 
  • Participates on the joint meetings; 
  • Protects the student from any type of abuse; 
  • Provides for protective means, in accordance with the legislation  
  • Has the right to acquire financial, customs and tax deductions as foreseen by the Law on VET 
  • Provides monthly allowance for the student, if that is foreseen by the agreement and provide protection at work, in accordance with the Law;  
  • Provide conditions for checking students’ knowledge and skills and materials, machines and tools required and appropriate measures for hygiene and technical protection;; 
  • Provides daily break for the student. 

Role and responsibilities of the company mentor: 

  • Shares experiences and transferring knowledge and skills to the student; 
  • Takes care of the safety of the student; 
  • Takes care of observing ergonomic principles at the workplace; 
  • Participate in the preparation of a work plan for the practical training in cooperation with the practical training teacher; 
  • Guides the student towards having professional attitude on job; 
  • Monitor, train and direct the student; 
  • Contacts the teacher for practical training; 
  • Evaluates the achievements and shapes the student’s assessment in cooperation with the practical training teacher; 
  • If necessary, participates on the meetings with the principal of the school, the teacher and the mentor at the parent/guardian.  

 

Role and responsibilities of the chambers: 

  • Verification whether the employers met the expected requirements in terms of premises, equipment and appropriate staff; 
  • Do Registry of Verified Employers for Practical Training of Students and Registry of Agreements signed for practical training of students at employer  
  • Submit Annual Report to MoES on the verified employers for delivery of the practical training; 
  • Each chamber adopts its respective Standard for professional and other staff for delivery of practical training at employers, on the basis of initially obtained positive opinion from MoES.  

 Role and responsibilities of the Ministry of Labor and Social Policy: 

  • Monitors the regulations and requirements for protection in the delivery of practical training at employers. 

Role and responsibilities of the MoES: 

  • Controls the employers in terms of compliance to the requirements for delivery practical training at employers, in cooperation with the chambers; 
  • Provides opinion about the Standard for professional and other staff required for delivery of practical training at employers.  

 Role and responsibilities of the VET Center: 

  • Prepares program for training of mentors in companies, for mentoring of students in the course of practical training at employers; 
  • Develops the template/model of the Practical Training Dairy, for the contract for Practical Training at Employer; for cancellation of the practical training contract and for Certification for practical training delivered at employer.
